If the soil is alkaline like Austin, you end up with salt, NaCl and CaCl2. If the soil is acidic, it will be even more acidic with HCl.

Not really. The winds were gusting and shifted from the southwest to the northwest right around the accident time. If they took off to the south when the winds were shifting northwest, that is a recipe for disaster.

I have 25 years direct experience using activated carbon to adsorb air and water pollutants. I built and operated a manufacturing plant for 10 of those years. I established 6 environmental permits for air and water for that plant. Your wrong! That is not true!

The pollution abatement equipment and the permits you mention apply to continuous sources of pollution (like an operating plant). This is one and done. You are comparing apples and oranges.
