I see the term: "safe, orderly, humane and legal' immigration." What does that mean? I don't believe it means sneaking across the border into the US at night lead by a Coyote. South of Tucson, near the border that is remote, the Border Patrol recruits people to ride, on horseback, in the desert, not so much looking for people crossing, but for the dead bodies of those illegals who crossed by themselves (usually alone) without sufficient rations, particularly water, or a plan of somesort. The Border Patrol has found bodies of folks who died of gunshot wounds; however, most were nothing but dried up skin and bones or sometimes just the bones. Usually there is no way to tell how they died and most are listed as "Died of Exposure" or "Lack of Water". Also, out here, if someone comes on your property, particularly at night, and you don't know them or did not invite them, the land owner has the right shoot them. Got to check that last part out for validity though, sounds a little too good to be true.
