I see a “mathematical” path to play OU in the CG, but not WVU. Am I wrong?

If WVU wins out they have 1 loss so they win the regular season and are #1 seed. If OU and Texas both had 2 conference losses, Texas would win the head to head tie breaker and play WVU. I see no real possibility to play WVU. What am I missing?

This is the scenario I was thinking of. Just to confirm, the conference record is the only record that matters, correct.
