Climate and environmental activists are against human impact on the earth. EVs have a substantial impact on the earth, so no they won't like them. The only thing good enough for them is barbarism and mass human death.

I would imagine that emissions are increased as a result of moving manufacturing or energy production etc. to other countries with less stringent controls. One example would be solar panels which are primarily sourced from China. A country that is notorious for dirty manufacturing processes.

Emission control equipment costs money that many Chinese companies don’t want to spend.
