The FBI is required under law to preserve records.
There are jobs that exist solely to ensure this is accomplished
Anyone might have an issue with their phone at any given time, but its something the FBI would remedy within a day or two.
No phone records for 5 months is an intentional act.
Sh!t happens. Who knows whether this was Samusung's fault or lack of testing the upgrade but kudos to Trump to at least stem the movement of the conspiracy theorists in the torch and pitchfork march towards the FBI headquarters.
Here is a story detailing the problem that resulted in the lost texts. I doubt this will stop the conspiracy theorists from claiming malfeasance for years though. This will consistently be cited and implied that the FBI was protecting Stzrok.
From the article, this seems like and FBI telecom team issue, not Samsung:
The bureau recently told the inspector general that the messages were not preserved as a result of misconfiguration issues related to software upgrades of FBI-provided Samsung 5 mobile phones that conflicted with the bureau’s archiving efforts.
