From the vids I have seen the victims accosted by the gangs don't have time to call . They are alone and / or are probably threatened to not call. The vid I saw where there were others watching, the ones watching were Hispanic and likely more afraid of retaliation from gang.
Plus even if called the police don't respond in time to catch the thugs.
