The use of the term "early voting" seems misleading. Virginia like Texas is an open registration state
Maybe they are cross referencing turned in ballots with which party ballot a voter took in the Primary?

Another possibility is that it is modeled based on what precinct the voter is from and using the historical D/R ratio from that precinct.

It’s early voting ballot counts with party affiliation based on modeling. Even if the party affiliation was modeled perfectly you still don’t know how the voter voted.
