You'll need to point me to the page you're referencing in the report. "exculpatory" is used 3 times in the report...all references to Carter Page.

Most of his info comes from transcripts where your media relies on anonymous sources. Horowitz said there was a low hurdle. He didn’t say anything as to whether it was prudent or the product of bias since he can’t read minds (plus not allowed to speculate if there is no documentary evidence). So, no that is not the opposite of what I said.
