Watering your lawn

My neighbor built a home and arranged the gutters to all send the water to one side of the house. Right where all the water flows to there is a rain chain that the water cascades down into a larger custom-built gutter that extends out from the house just a bit. At the end of that gutter is another rain chain that the water cascades down directly into a very attractive pond and waterfall on the back patio. From there it can be used to water the yard too. No barrels needed.
 
Does any city charge by how much water is available from the source?

I would like to see Austin change rates based on how much water is actually available for us to use. I think it would make people more aware of how much water there is available and how quickly it goes in the summer. It would also cost people watering their lawn a fortune if there is a drought. If we have water to spare it would cost them much less.
