Is that due to new spending programs on Israel or the normal spending increases that come every year?

New spending program that kicked in this year. Per Wikipedia, our foreign assistance to Israel was $2.96B in FY13. Per the memorandum of understanding agreement between Israel and the US earlier this year, that figure will jump to ~$3.8B per year starting in 2019. Israel gets ~50% of all US Foreign aid.

It should be noted that the article quotes Lindsey Graham who says that still isn't enough aid and that Congress will not be bound by the agreement the Obama admin signed. Of particular not was a line that said Israel will not request more $$$ except in time of war.

Still, by all evidence the Obama Admin felt comfortable increasing Israel aid significantly in spite of the Obama/Bibi difference.

Here is a better article that stated this was a 27% increase over the previous agreement.

IIRC at least half ,maybe more, of the aid we give to Israel must be spent here in US on weaponry planes etc.
Always seemed a tad strange but I guess Israel gets updated stuff and companies in favored districts get business and keep Americans employed.

That's all Foreign aid, no matter who the country is. The military aid we give to the rest of the world is one giant subsidy to the military industrial complex. Though, if you're going to be handing out taxpayer money you might as well prime the US Economic pump. We also get to "feel good" that we gave aid to other countries even if it selfishly benefited us. USAID does the same for our ag producers. When you see them handing out wheat and other ag products, it was grown/purchased from American farmers.
 
I am if the opinion the US should not use taxpayer money to try to take down a leader of an ally.

The Congressional report doesn't say that was the intention but blames lax State Department controls for ensuring that money didn't result in funding V15 via OneVoice, the original receiver of the money whose explicit intention was to educate Israelis and Palestinians on a 2-state solution. The State Dept. didn't put guardrails on the the usage of the money.

Here^ Manchin is, in part, referring to the accusations of racism that sunk his 1980s bid for a judgeship and have since been widely debunked.

Rep. Tom Price, Trump's nominee for Secretary of H & HS may be in trouble. He purchased shares in a medical device manufacturing (Zimmer Biomet) company 1 week before introducing legislation that that delayed regulations that would have hit this company hard. After the legislation, the company's PAC donated to his campaign.

There clearly need to be stricter regulations on stock trading for congressman, regardless of the Tom Price situation. "Drain the swamp" should equate to ensuring these politicians aren't profiting from their influence.

Oh, I see. Now is the time to have political leaders follow rules. I wonder what has changed?

You must have me confused for someone who advocated that political leaders don't need to "follow the rules". I've always thought our political leaders should have greater scrutiny on their finances to ensure no conflicts of interest appear.
 
How much of an advocate could you be? You voted for what is possibly the biggest crook to ever run for office.

While holding my nose because it was either the crook or clown. That is no endorsement of the crook, by any stretch, but rather a recognition of the greater harm the clown can do to our great nation.
