They didn’t. See post 28 above. According to Ken Starr and the other investigations, the Secret Service sent over an outdated list that included former staffers, and that list was forwarded to the FBI, who provided the files. The former staffers should not have been included on the list. The Secret Service screwed up, and the White House security office did not pick up the error. They should have.
