Assuming this is real, who the hell is "unidentified male speaker?" I've taken a ton of depositions. Has there ever been someone else in the room besides the witness, lawyers, and court reporter? Yes. I've had family members, interpreters, and insurance reps in the room. Have they ever been unidentified? Hell no.

So how can they get away it it?

They would get away with it if no one objects. If I represented the other side, I'd object to anyone being in the room who doesn't belong, and if for some reason, the person had a right to be there, I'd never let that person be present without being fully identified on the record and wouldn't let him speak on the record unless he's sworn in as a witness.

You can't make the State pay for it. It's a federal highway.

This is what I was going for. Why wouldn't the shipping company get stuck with the bill? Insurance first then bankrupt them second.
