Maybe the store does have an issue with people switching stickers. The solution to me would be to stop using stickers and find another way to display the discount, e.g., using a small sign on the shelf or dispay. Seems to me this would solve all the problems and would be less expensive because you don't need people to place stickers on indivudual items. Having said this, the whole sticker thing seems like the store is using it as a way to earn a few extra bucks.
