Boyd Hill Are Horns

What am I missing? Hill is evaluated higher but Boyd is the 5 star.
What gives?

Yeah, everybody in the uncommitted list are announcing on NSD.

But, we could see flip from Kai Locksley. We could still see a flip by Brossette (which would indicate that we heard something about Warren or Soso), or we could see it from Deandre Baker also (which may indicate Davante Davis going to FSU). We could also see an offer and commit from WR Dominique Reed as well. Except for Locksley, the other things don't look too likely.
