They did, but not enough did before the deadline set forth in the legislation passed by Congress. And 6 states have rescinded their ratifications. It's all BS. Deadlines either matter, or they don't. And there's no reason why a state can't rescind it's ratification, so long as it does so before the amendment becomes law. Somewhat surprisingly, Texas ratified it in 1972 and hasn't rescinded it's ratification.
