HB 30 by Rep. Harold Dutton (D-Houston) and SB 22 by Sen. Royce West (D-Dallas), would have created an achievement school district as was done in Louisiana. Not vouchers, but certainly unpopular with the current education regime (and me).

At one point the senate education committee approved SB 115 and SB 23 which are more voucher-like I believe. Eddie Lucio (D–Brownsville) voted in favor and Sens. Leticia Van de Putte (D–San Antonio) and Royce West (D–Dallas) didnt bother to vote against it.

No voucher bills ended up making it to the house or senate floors.
