The Senate would never pass it either.

I wouldn't say it hands the seat to Democrats, though it's certainly good news for htem. Hurd wasn't supposed to be able to win that seat either. Regardless, it's a loss even if the GOP holds the seat. Will Hurd is one of the smartest people on Capitol Hill.
