It wasn't a tariff. Tariffs are imposed on imports, not exports, and they're imposed at the national level. He was charging a surcharge on exports. He suspend it when Lutnick agreed to trade talks.

Basically, "I'm imposing this surcharge until you tell us what the hell you want."
