right now, they know he can't pass the ball, so they just stick a spy on him because they are not afraid of him passing downfield. If he learns to pass efficiently, he'll be able to scramble more successfully.

He was able to run more successfuly his rookie year because no one had really seen him on tape and prepared. They are more prepared now. That's why he needs to learn how to pass, like McNabb learned how to pass
