Rules Questions - and Bad Umpiring

So what's the deal with games postponed by weather? If it's gone for X innings, and they can't get the game in, it's a final? Re-start the next day with the same score/frozen in time? Re-start the next day with an entirely new 0-0 game (what ECU wanted)? Stay up until 3 a.m. until the weather clears then play?

Different rules than MLB. In college, during the regular season it is up to the conference to make decisions about in conference games (you can even have ties) and same for conference tournaments. In the post season the NCAA rules apply and a game can take a day or more and none of it disappears (no starting over). That happened in regionals with Auburn-UCLA where game was finished on Monday that began on Sunday and of course the Texas-ECU game almost had same thing happen.
 
Mid 80s in Omaha (before the whoring of the CWS), there was that worthless piece of **** Friday night made for TV game. We were undefeated and waiting for the Championship game. Forced to play (Gary Ward and oSu IIRC), rain delay, extra innings, and finished about 3 AM. Promptly go out that afternoon and lose the championship game.

Someone with a better memory than mine please fill in the blanks.
 
Watching the drunk zoo denizens hanging over the outfield wall made me wonder what constitutes the playing field. Does the field of play continue to the top of the outfield wall yellow home run marker? If so, by hanging over the wall would they be considered on the field of play? I kept thinking one of our outfielder might come in contact with a drunk fan if he had to go to the fence to field a ball.
