How many times have most people run out of gas while driving? VERY rarely if at all, because if you run out of gas you are stranded and face a world of hassle before the trip resumes. There is no arguing with your empty tank about WHY you weren't able to fill up. Compelling though your reasons may be, they make no difference. Everyone knows that if you let it happen you are screwed and thus behaves with the appropriate foresight. Fail to exercise the appropriate foresight and you suffer the unpleasant consequences.
Imagine that the government introduces a "save stranded motorists" program. A nice municipal employee comes out at public expense and provides the stranded motorist with enough gas to complete the trip. Now the children get to school on time and grandma arrives at the hospital in time for her operation!
Now ask if there will be fewer people running out of gas and getting stranded after the introduction of such a well intentioned public service? Be honest with yourself and everybody knows the answer.
When you shield people from the consequences of bad decision making, more people are going to make bad decisions. It is literally as simple as that. I don't see how anybody could argue this point.
