The key to any insurgency is gaining at the very least an indifferent attitude, if not the outright support, of the population. Hence, many insurgencies have sought to persuade through propaganda and subversion and to intimidate through violence large sectors of a population in order to gain support for insurgent aims and undermine support for those countering the insurgency.

This makes a hell of a lot of sense. A frequently argued position (usually but not exclusively by the Left) is that if a nation antagonizes or is hostile to Muslims that it will encourage attacks. However, if a nation is tolerant and friendly to Muslims, the moderate Muslims will align with that nation and help prevent attacks. If that were true, then there'd be widespread terrorism in places like Poland, Hungary, Switzerland, and the Czech Republic, which are hostile to Muslims. And of course, places like France and Germany that fall all over themselves to be tolerant and welcoming to Muslims would rarely be attacked. The opposite is what has actually occurred, and it's not from a lack of access to the Muslim-hostile nations.

These nations aren't taking in large numbers of Muslim immigrants, but they are parties to the Schengen Agreement, which means that terrorists in Germany and France could just get in a car and drive into these nations and launch attacks. So why don't they? This insurgency issue provides a possible explanation. When the French and Germans are attacked, their response ranges from cowering in fear and making excuses to indifference. The Poles, Czechs, and Swiss would never take react that way. They'd pull out of Schengen, close their borders, deport Muslims they legally could, and put those they can't under very tight surveillance. Mosques would be monitored and raided, and hate preachers in them would be jailed. In short, they'd react very aggressively, and there'd be no political support to protect the Muslim population.
