If you follow the link to the study this person cites (2018.11_Brookings-Metro_Devaluation-Assets-Black-Neighborhoods_final.pdf) you'll see that they want to account for a lot of things that impact House Value but conveniently leave off crime rate in their analysis. Ask any realtor and "safe neighborhood" is almost always #1 or #2 on a homebuyers list of requirements.
