There's a good chance that the actual police officer thinks this is dumb and a waste of resources. He didn't seem particularly motivated to go after this lady. As for lying, my guess is that this woman is there to pray but also to bring awareness to the absurdity of this law.

They have very stupid laws here dealing with harassment that are so vague and overly broad that they can be used for blatantly ideological and partisan reasons. Very scary stuff.

I've found a few using "they" for the shooter. I thought the agreement was if the transgender wanted to go by "he/she/they" that the writers had to use "he/she/they" respectively? What's up with offensively calling a "she" that wanted to be a "he" a "they"?
