If this dude keeps bugging them or a sheriff shows up at work or whatever, the typical person in Vince's shoes ******* at their own insurance company to handle the matter for them. The claimant may or may not be getting tooled around by Vince's carrier, but this is a way to shake things up.

Well, you CAN achieve service by publication, but only if you show you have made intelligent and serious attempts to do it by more formal means. Service by publication has constitutional issues swirling around it and it is not favored and may not even by recognized by a judge.
