Reagan and Clinton had Congresses that weren't spiraling out of control with executive dissent, at least until Kenneth Starr reared his ugly head. Sure, Reagan hated Tip O'Neill, but he learned when to give and when to take.
There's nothing for Obama to compromise on because Congress hasn't shown him any legislation with which to compromise. They're either too afraid of political suicide, too well-funded by corporations who oppose any legislation, or too close to the legislation to actually represent their constituents back home. The partisanship is so thick, you truly can't get any "help" from the executive branch, as if that was its job to begin with.
