The answer is that we don't hold teachers accountable for absolute grade recommended achievement, but rather the incremental improvement the average of her class made. so if little johnny came into the class at a score of 3.5 grade level and left her class at 4.5+, then this teacher did her job. If little johnny now scores a 5.0 then this teacher should be commended and given a bonus.
Our district holds teachers to the target of 1.5 grade levels of improvement in a given school year.
 
It does mean make better tests, but who can do that? The person working daily with the 20 to 30 kids not an education PhD in Austin.
I would suggest is a combination of those two. I don't have any more faith in a lone teacher determining what is best than I do a PhD that hasn't been in a classroom in 10 years. Perhaps, rather that fighting the test altogether, teachers should focus on the elements of the test that they think are unwarranted.
Of course that's the best way to evaluate a teacher but not practical with a statewide test. How are you going to get the Texas Education Agency to make a custom test for someone who's starting at a 3.5 reading level (and another who's starting at 3.2 and a third who's starting at 3.3, and a fourth who's....)?
You don't need a custom test. i remember end of year tests when i was in school that assessed what reading level I was at, as well as math. I think there were others but can't recall. These test weren't so limited to only capture 3-4th grade. They captured a range of grade level achievements from about -1 to +3 or so. When i was in 8th grade it assessed that i was doing math at about a 10th grade level. I didn't have a different test than everyone else, i was just able to answer a few of the harder questions that others couldn't. Like any test, you can poke holes in it for any individual test taker that "it doesn't adequately measure my little Johnny" but also like most metrics, when you look at the data in aggregate it is reliable for measuring a teachers performance over 5 classes of 30 kids. Or a middle school over 1,000 kids. There will be a few statistical outliers but most will fall in line and with that data you can see if the average scores improved more or less than a grade level while they were under the care and instruction of a particular teacher. And that Average score is what you evaluate a teacher on, not any particular kids change/improvement.

I was thinking of how he could have done so in a less grotesque manner and thought he should have held a press conference upon the conclusion of the authorities' presser but held it at a cemetery in Uvalde.

Or in front of the store in Uvalde that has the sign reading Guns/Liquor.

Holding a presser in front of the gun store is no less a stunt than what he did yesterday.

He would be best served to sit down in an interview and convey his proposed actions in a professional manner.

Problem is he has no sensible plan. So we get his same childlike rant, which is not working with independent voters. Rinse and repeat, a loser is a loser.
