Not to go Dan Quayle, but one-third of American children live with single mothers. It's pretty unlikely that a parent is doing a good job if he's not even showing up.

We can see one of basic roots of the problem but we have no way to "fix" it.

subsidize two parent households with a cutoff of say four kids per couple. We wouldn't need as many county workers enforcing child support orders if daddy was home abusing the wife and kids instead of being at some local bar lining up another idiot to impregnate or shooting up at some customer's house and then nailing her when she passes out.
