Not so fast, TW. This has been taken apart numerous times already on the WM. Congress' approval is a reflection of rubber stamping republicans as well who ensure Bush the unquestioned primacy of hios veto. With Bush in a stinking heap at 19%, Congress initiating an 'impeachment investigation' would be an approval ratings bonanza.
