William Powers' report on Enron collapse

I've been advised that the report from the committee headed by William Powers (UT President) that covers the collapse of Enron is excellent reading. I don't know how to get access to a copy of it. Is it available in the public domain? A google search got me to the first 47 pages of the report, here - search link - first link. Is the whole report available? I'm not asking for an illegal copy, just what the means of obtaining a copy might be. Thanks.
