Will the Gov't allow you to make tax payments?

We just got our tax return back from our preparer and we owe a substantial amount (for us) to the US and about half again as much to the State of CA. Is it possible to forego having to pay it all at once or can some sort of payment plan be established? I appreciate any direction on this. Thank you.

I was told by a CPA friend that helped me with some tax issues that you can contact the IRS and make an "offer" to them to let them know what you can afford to pay right now. They will either accept it, or will counter offer. There is a penality plus interest to do this though.

Yes, while you are in prison they will let you make payments.
