Why is an expired driver's license not a valid ID?

What can you get at a county office? It's my understanding that a valid picture ID has to come from the same DPS offices that issue driver's licenses.

loopy, yet valero and exxon both wouldn't let me buy smokes with a valid passport.


I thin kthe thing with an expired license is that it can be passed to someone else. As in, you keep the new valid one, give your buddy the old one.

In all fairness, my and my best friend did that exact same thing at 18 and 21.
