Why insurance hasn't covered birth control

I got to wondering a while back - with all the white house officials, Obama supporters and internet experts telling us how obvious it was that covering birth control was a cost winner for insurance companies, my first thought was this: if it's so evident, then why haven't insurance companies been doing it already?

Ultimately someone is paying for it and 9.999999/10 we all know who is paying for it.

The 47% of who it benefits the most is not paying for it.
