Why do people act so douchey on boats?

I'm on a new project in Bremerton, WA which is across the Puget Sound from Seattle. Well, on my way home, I have to drive on to the ferry for the hour ride to Seattle (I could drive around the Sound to SeaTac airport, but I had time to kill). Anyway, I took this picture coming into port:

Then I looked down:

WTF? Why is that necessary?
