Suppose the Iranian government provided support and planning for Hezbollah to launch an attack at O'Hare Airport, and notified the the Russian FSB. And Suppose the Russians chose not to notify the US government and then the attack went forward. Would you consider the Russians and Iranians accomplices to a terror attack? I would.
This is basically what happened in 2013. The Saudis hatched a plan to attack the Damascus Airport. The NSA had knowledge and apparently approvec of such as they chose not to notify anyone. This is nothing more than support for terrorism..
