Not sure about the sandbags but I bought a HUGE tarp at Academy a couple of years back that ahs to be very close to that size, but probably a hair smaller. I think it was 25 x 40

Tarp King at the mall or World of Tarps on Burnet should have what you're looking for.

Seriously, Academy, Home Depot, Lowe's - they all got tarps. The sand bags may require some improvisation.

You can probably get 50lb bags of sand at ToysRUs or Wal-Mart in addition to home improvement places because they sell those plastic sandboxes for kids. At least when we bought my little sister a sandbox like 10 years ago, we got the sand at ToysRUs.
