What's a good photo editing software package?

My girlfriend wants to get some good photo editing softwatre for her laptop (Pentium 4, Windows XP), but doens't know which one to get. All that I'm familiar with is photoshop, but there has to be some out there that costs less and is easier to use (ease of use is a BIG consideration). She will mostly be using to put pictures up in an online album, not for making graphics or anything fancy. Any ideas?
 
I think that Paint Shop Pro Suites (8 or 9) give you the most bang for the buck. It is easy enough to use, yet full featured.
 
I have been a Paint Shop Pro user for years (since version 3) and it is oustanding, especially considering the price. In many ways, it is better than Photoshop for everyday editing tasks, but I still use Photoshop for the heavy duty stuff.

Never used Photoshop Elements before, and I doubt I'll ever have a reason to.
 
Gimp is a free photoshop clone. Run a google search on it. I personally use photoshop, but if you don't wanna pay for it, you can try Gimp....
