What Is James Woolsey's Objective?

Woolley has a reputation of misrepresenting the truth in order to set an agenda in motion. His account here may very well be accurate, or may be hyperbole. I don't see where he makes a recommendation. If China can't get NK to end their nuclear program, I sense Wolsey is preparing the public to accept a pre-emptive strike against Norh Korea to take out its nukes. What do you read into his op-ed?

It's a "wag the dog" thing. The pre-emptive Reichstag fire. If something militarily needs to happen there it would work best if China and SK and the US did it in coordination.
