Help me to understand the function of the BCS and the NCAA and some solutions to the problems with championships and realignments.

How come do university presidents accept a system that allows cheaters compete in realignment and championships?

Who is in charge here, the BCS or NCAA?

I thought the NCAA controlled the bowls but somehow that has slipped into the control of the BCS.

Apparently the BCS does not care if your quarterback is Cam Newton or Ohio State or USC cheaters, you only receive a penalty that is somewhat unequal in application.

Apparently tOSU will do anything to win whereas Michigan has ethics. USC will do anything to win whereas Stanford has ethics.

It would be great to see teams on probation serve the real penatly. Realignment. Kick them out of the conference and send them to non-AQ's. That's my solution

I like the idea of an EPL-like relagation -- where under-performers are sent to a lower division to earn their way back in.
But, I would also add cheaters to the relegation-able list. Put all cheaters in a non-NC competing division as probation, then they have to win to get out of the division, even after
their probation is over. Cheat again? Right back down.
 
As long as they maintain the cap of 2 BCS teams per conference that would put a bit of control on the overgrowth of conferences, I would think.
