Are you assuming that not everybody does it? I'd bet my house and all future earnings that all the major powers do it. I thought only the radical left is naive enough to believe that spying could be stopped. Suddenly elements of the right now agrees or is that only because a Democrat is in the White House? This activity has been going on long before the D's controlled the White House and will continue to go on through all subsequent administrations.
