Ok, I feel like it's time for me to get a "nice" watch. My price range is between $500 - $1000 and i need some advice. Should I buy something new or look into getting a used Tag Heuer, Brietling, etc..?

What are some brands that you would recommend as far as quality and craftsmenship?

Also, in terms of movement. What is the term that is often described in High-end watches that will have the "second" hand moving constantly as opposed to "ticking"?

I would not consider a used Tag, Breitling etc.. I don't think you'll find much if anything from them for $1k or under... and then you have to figure that if you need to send it in for service you're looking at a minimal $200 charge...

check out some watches by Hampton.. Longines.. Baume and Mercier...

also... the term for a second hand that doesn't tick is "automatic".... that means the watch does not have a battery and requires you to wear it or wind it to keep it running..

I think he's talking about watches like Rolex where the second glides constantly instead of ticks at each second, which doesn't have anything to do with wearing it or kinetic watches.
 
Milkman... it is an automatic movement... the secondhand does "sweep" which some refer to it that way... but you'd sound like an idiot if you went into a jewler and asked for a "sweep" watch..
 
I've had an Ebel Sportwave for 10 years that has been great. No problems and I like the look of it. The second hand ticks. I think it was around $800 or so when I got it (got it as a gift) so I expect it is still within your range.
 
I ahve had an Omega Seamaster for years and years. Been very pleased and highly recommend. May be a shade over 1k, but well worth it.
