Ward/Williams get medical hardship

I liked the look of Williams when I saw him. Is there still some idea he could be a top flight player? He doesn't get much discussion on this board.
 
How is this happening now and the Big 12's decision? I thought it was up to the NCAA to grant medical redshirts and it was only done after someone's eligibility was otherwise up. Is this something different?
