Upgrading/Changing out Windows in Houston!

I will be looking into upgrading & changing out 30 yr. single pane aluminum-frame windows in my town-home in Houston to either to a double glass vinyl frame or staying with the aluminum frame with double glass.

Given that I have home owner's assoc. requirements of color & likeness issues to deal with, any suggestions on window makers and contractors??
 
Not in Houston but I went through a spiel not too long ago from a window maker. Texas has fairly stringent minimum standards so even the most basic windows available now are pretty solid. You would want upgrades in the glass or other features for windows that get direct sunlight.

Have you given any thought to joining Angie's List? I've had success with their recommendations for both a plumber and an HVAC company, both at my company.
 
Generally speaking, you're unlikely to recover the cost of new windows in energy savings within a reasonable period of time. Now, if they need to be replaced because they're falling apart, that's another story.

If you need to be convinced before spending thousands of dollars for a potentially dubious reason, hire an HVAC engineer to do a heat load analysis of your house. Shouldn't cost more than a few hundred dollars and will provide you with a quantitative analysis of the best way for you to make wise investments in your home. Far better than listening to salespeople try to tell you how to spend your money. I went through the process and it was clear that investing in new windows would be a poor decision.
