Unions in Vegas

So I layover last night in Vegas. Sit down and play blackjack. Table unhappy with lack of drink service. Dealer informs us that waitress is on break, and union prohibits other servers to serve her tables.

Why is a union necessary in this situation?
 
Are their union employees who provide good customer service? Honestly I thought the two were mutually exclusive. You are either customer oriented or union oriented.
 
vegas has been this way for years even in boom times. none of yall ever noticed when the cocktail waitress didnt come around for what seemed like an hour? I think they get a 15 minute break every hour or so. all casino employees are union employees...dealers, waitresses, pit bosses, cleaning service, etc.. its the food and beverage service union or something like that. they are huge on the west coast, including california. they got paid very well for years when vegas was booming. it isnt anymore and the casino's are staffed with 1/2 to a 1/3 of the employees they had 3 years ago. the casino's figured out they could run their casino's with 1/2 the staff so the jobs never came back and wont for many years. how do you all think guys like reid get elected every time. 1/2 of citizens of vegas are union employees.
 
I've read that a lot of people like dealing with construction unions like the steamfitters and pipefitters because they bring a lot of expertise and professionalism.
 
There are always going to be plusses and minuses with unions. The good thing about Vegas unions (at least the ones under discussion) are that they're still service-oriented. Regardless of whether a dealer or a waitress is unionized or not, they still get tips for good service and there's still a motivation there.

I don't know what they make but they must do well enough to retain employees, based on the large number of 40-50-year-old cocktail waitresses I always see
