Understanding the CIA role in Timber Sycamore

Today, under Trump, elements within the CIA and State Department (neocons) are still trying to call the shots and make sure Trump doesn't get in their way. I suspect they are still the dominant policy makers and don't know to what degree Trump opposes, agrees, or delegates policy as commander and chief.
