Perhaps this happens all the time, but I've never seen such a conjunction of an upper level low centered over a lower level high pressure system, let alone over Texas. The centers appear to be over Wharton, Texas as of 4:20 PM 7/24/2010. Both are very ciclular and well pronunced. Link
I know a NH tropical system has a linked LLL and an ULH. This just seems weird, kind of like an upside down hurricane.
