Traffic Camera and Right turn with yield sign

Possibly someone can help with this, I can't find much information online.

I got a photo enforcement ticket for not coming to a complete stop at an intersection before turning right. There was a yield sign for the right turn lane. Am I wrong in thinking that the yield means "go when safe" not "come to a complete stop, then go when safe"?

If you find a definitive answer, post it-it would seem like a regular yield sign, where you don't have to come to a complete stop, but maybe with a red light, it means you have to complete the stop, then turn right (doesn't sound correct to me)? Was this a lane that only turned right?
 
Was it a separated turn lane with a triangle island between it and the straight lanes?

If it was part of the straight lanes that would be confusing because you do have to come to a complete stop at a red light for a right turn if it isn't a dedicated right turn lane.
 
Is there a light involved in this scenario, or just a yield sign? If there is a light, is there a separate, dedicated right turn signal light, or just a regular one (kind of like what's at westbound Dean Keeton at Guadalupe)?
