Tracing an IP address

It depends what kind of setup you are talking about.

If you are talking about a residence, yes, absolutely. You'll be able to identify the IP address and the ISP used and they'll be able to identify the customer account associated with that IP address.

If you are talking about someone behind a very large corporate firewall, the answer might be no. About all you'll get is which company the IP address comes from and that IP address may be shared by many, many employees.
 
However if that person at tha company is really doing bad things, the company IT people can chase it down and take action. It is hard to truly get away with things on the internet. Things like threatening peoples lives, creating and spreading viruses, things like this can be hounded down if need be.

We are not as anonymous as we think. There is always somebody out there that can find us....his name, Bob Stoo, wait, Big Brother.
 
Also, if that person is very good or has access to good tools, you'll probably just end up with a zombie's IP.
