If this ends up being simply a bunch of ineffectual minor rules clarifications will all the "dictator" and "king" talk subside?

I see this a redmeat for the liberal base. Obama's losing his base and this is attempt to get some of them back. The fact that this is happening right at the start of the new enrollment period for the ACA isn't any surprise.
