If the Titans were confident they could sign Albert, then why drop that tag on him. Obviously they are just ensuring they have him next year regardless if they can work out a deal.
If the Titans sign him to a long-term deal, that deal with supercede the terms of the franchise tag. The reason for doing this is to guarantee that you can extend the time period in which no team can offer him anything from this coming Thursday until this time next year.
